Newark Board of Education Prepares Plan for Return of Newark Schools to Local Control

The Newark Board of Education today released a detailed plan for ending state oversight of Newark schools and returning the schools to local control. The Newark Board of Education Strategic Governance Plan lays out a series of steps and actions designed to improve governance and operation efficiency. The plan sets out a timeline to end 20 years of state control of Newark’s public schools that was brought about by Newark’s continuing failure to provide a quality education for the district’s students.

According to Board President Rashon Hasan, the Strategic Governance Plan is the first time the Board has put forth a formal plan to build capacity for local governance. The plan addresses each area of concern where Newark has fallen short in the past and sets forth detailed operational, personnel, and fiscal plans to achieve acceptable standards. Mr. Hasan further points out that the plan can serve as a blueprint for other districts that are currently under state control to attain independence and build capacity for local governance.

The most significant steps the Newark School Board has taken, says Mr. Hasan, include the creation of oversight committees, better training of Board members, the development of specific goals and benchmarks, and the imposition of accountability on Board members. For example, the Strategic Governance Plan creates committees responsible for personnel, budgeting, and legal oversight. According to Mr. Hasan, the new plan represents first time since the state takeover in 1994 that the Newark Board of Education has addressed these areas in a dedicated and organized manner.  Mr. Hasan has committed to delivering formal assessments of the district’s performance at least twice per year.  The first assessment will be submitted by February 1, 2015.

The Strategic Governance Plan addresses state concerns point-by-point. As each area of concern comes into compliance with state standards, the plan proposes that Newark be granted the freedom to operate independently. The Newark Board of Education currently has local governance in the areas of Fiscal Management and Operations. The district achieved 100 percent compliance in Personnel Management during its last NJ QSAC review. As Newark achieves additional improvements, the plan proposes that those areas will revert to control by the Newark Board of Education.

Mr. Hasan is determined that his tenure as Board president will be seen as a time when the leaders of the Newark Board of Education stepped up to its responsibilities to ensure proper governance of Newark Public Schools and did what every school board should do: give every child an excellent education. “All Newark students deserve to attend great schools and this is not a matter of choice, it is a basic right. No student; regardless of race, creed, or economic status should be subjected to a subpar learning experience. Improving the quality of education and making every Newark Public School a great school is our long-term goal. And the plan we are releasing today is the first step to achieving that goal.”

Many parents think that “Mr. Hassan” is on the Admin side because having attended many advisory board meetings have sure doesn’t act like a president. Until Cami & Christie are gone we really won’t get ANYTHING back because they are still in charge.
